Doc. Dr. Nejc Brezovar is an Assistant Professor of Administrative Law and Public Administration Law at the Faculty of Public Administration, University of Ljubljana. He is a member of the Group of Independent Experts on the European Charter of Local Self-Government at the Council of Europe (Strasbourg, France) and a member of the International Society for Public Law – ICON-S (New York, USA).
He previously worked as an advisor to the Prime Minister of the Republic of Slovenia and later served as State Secretary at the Ministry of Public Administration, where he was responsible for (removal of) administrative barriers, local self-government, non-governmental organizations, public procurement, and state property. He has frequently participated in the preparation of various strategic documents and legislative proposals.
He has also gained experience as a member of various professional and political bodies, including the Expert Council for Sustainable Development of Public Administration (Ministry of Public Administration), the City Council of the City of Ljubljana, the Senate and Management Board of the University of Ljubljana, the Board of Ljubljana Pharmacies, and the Supervisory Board of Borzen, the electricity market operator.
He is active at the Institute for Constitutional Law, where he was a member of the Scientific Council for several years and now serves as a member of the Institute's Council and the leader of several projects. He is the (co-)author and editor of several scientific and professional monographs and articles in the field of public law and regularly lectures both at home and abroad.
Dr. Mirko Pečarič graduated from the College of Internal Affairs in Ljubljana and later obtained a degree, a master’s degree, and a doctorate from the Faculty of Law, University of Ljubljana. He passed the state legal exam.
He began his professional career at the Ministry of the Interior in 1998 and worked as an independent criminal inspector at the Department for Organized Crime of the Ljubljana Police Department from 1999 to 2004. He later worked in the National Council of the Republic of Slovenia as Secretary of the Commission for State Organization and later as Head of the Legal Department.
He was appointed Assistant Professor of Administrative Law and Public Administration Law in 2009. Between 2013 and 2014, he served as State Secretary at the Ministry of Education, Science, and Sport. He has taught various subjects, including Administrative Law, Public Services, Introduction to Law, and Public Administration Theory. He has written numerous legal opinions, constitutional review proposals, and legislative drafts and is the author of three monographs and numerous scientific and professional articles.
Bruno Nikolić is an Assistant Professor of Constitutional Law at the Faculty of Administration, University of Ljubljana. He has taught various legal subjects such as Constitutional Law, Business Law, the Right to Health, European Law, and Public Services.
He holds a doctorate in economic law from the Faculty of Law, University of Ljubljana, and focuses on EU law, health systems, human rights, and migration. He regularly participates in international conferences and publishes scientific articles in domestic and international journals.
